Import Car VIN Guide: JDM, Euro & Grey-Market Inspection
Buying a Japanese (JDM) or European import? Learn how short chassis numbers differ from 17-digit VINs and how to navigate US customs documentation.
The 25-Year Federal Import Rule & Chassis Numbers
Under federal law (the Imported Vehicle Safety Compliance Act), motor vehicles that are at least 25 years old can be legally imported into the United States exempt from Federal Motor Vehicle Safety Standards (FMVSS).
However, Japanese Domestic Market (JDM) vehicles and many older European models do not have standard 17-digit ISO 3779 VINs. Instead, they use proprietary "Chassis Numbers" or "Frame Codes" (e.g. BNR32-001234 for a Nissan Skyline GT-R or FD3S-100234 for a Mazda RX-7).
Navigating State DMV Titling for Imports
When titling an imported vehicle in the United States: - State-Assigned VINs: Some state DMVs cannot process short chassis numbers in their legacy database software and will affix a new state-assigned VIN plate (often beginning with state initials like "CA", "TX", or "FL"). - Customs Form CBP 7501: Ensure the seller provides the original stamped US Customs Entry Summary (Form 7501) and DOT Form HS-7. The chassis number on these federal customs documents must match the firewall stamping verbatim. - Export Certificate (De-Registration): Japanese imports require the official original Japanese Export Certificate and certified English translation confirming official deregistration in Japan.
